Functions:

  • To carry out the formulation of the human resources development policies of the system of the Ministry of Culture, based on the institutional strategy defined in the cultural programmes.
  • To guarantee the adequacy, control and compliance in the application of the provisions and guidelines issued by the Governing Bodies of the Central State Administration in relation to human resources in the system of the Ministry of Culture.
  • To participate in the preparation of the technical and methodological guidelines on human resources that should govern the activity of the Ministry of Culture and its system of national and local institutions.
  • Evaluate and issue criteria on proposals for legislation and procedures circulated by other bodies, and those submitted by cultural institutions in the Ministry of Culture system.
  • To provide methodological advice to cultural institutions, the system of the Ministry of Culture and Provincial Directorates of Culture on all matters relating to the organization of work and wages, social security, organizational systems and occupational health and safety.
  • Promote and participate in the necessary research on the development of human resources in the culture system.
  • To guide, monitor and, where appropriate, implement the wage and labour policy established by the relevant bodies within the Ministry of Culture and its system of institutions.
  • To carry out studies and propose measures to make the form and systems of payment, the organization and regulation of work, work and rest regimes, organizational schemes and job descriptions, job descriptions, payment of abnormal working conditions, catalogues of rules and regulations, and other instruments of work organization and wages that tend to improve work, more efficient and rational.
  • Prepare the guidelines and orientations in the field of Protection and Hygiene at Work required by the institutions that make up the system of culture and control and facilitate their adequate compliance.
  • To preside over the work of the National Commission on Distribution, Placement and Care of Graduates of the Artistic Education System.
  • To draw up, together with the bodies involved, the policy for the evaluation of workers in the artistic branch, in order to encourage the development of art and culture, and to promote quality artistic work.
  • To comply with and control in the Ministry of Culture and other entities the legal provisions in force dictated on the organizational activity by the competent bodies or agencies.
  • To systematically study and analyse the structures and functions of the Ministry of Culture and its dependencies, as well as the established worker limits, and to propose modifications to them to the appropriate bodies or agencies, and to approve, when appropriate, the proposals for modifications to the structures and functions of these entities.
  • Evaluate and advise the higher level of the Ministry of Culture on the proposal for the creation, modification, function or extinction of cultural institutions and other dependencies of the Ministry of Culture system and, where appropriate, take them for processing with the governing bodies.
  • To develop methodologies for the categorization of institutions and other dependencies of the Ministry of Culture in coordination with the Specialized Directorates, Institutes, Councils and the competent bodies or agencies.
  • To study and propose for processing by the Executive Committee of the Council of Ministers changes affecting the number, name and hierarchical level of the major and minor organizational units of the Ministry of Culture and the cultural institutions, centres and other entities in accordance with current legislation.
